Millennium Challenge Account Support



Millennium International Consulting (MIC), founded in 2003, provides technical services to eligible countries seeking funding under the Millennium Challenge Account (MCA). Successful award of MCA funds is enacted with a formal "compact agreement" between the Millennium Challenge Corporation (MCC) and the recipient country. MIC is available to develop a reform program which forms the basis of the compact agreement. In addition, we support your country’s negotiations with Millennium Challenge Corporation staff to secure funding. We can also propose ways to leverage MCA funding to attract additional, third-party funds and provide advice on reforms.

The qualifications of our principal owners and partners are the many years of successfully obtaining hundreds of millions of dollars in U.S. grant and loan funds from the U.S. Agency for International Development (USAID), U.S. Export-Import Bank (Eximbank), the Overseas Private Investment Corporation (OPIC), the Trade Development Agency (TDA), the World Bank and other agencies.

Millennium partners have served in senior political positions in the Reagan and Bush administrations at AID, OPIC, the World Bank and other development institutions. Not only do we understand the issues but we also know the people making the decisions today. Two of our principal owners wrote Development and the National Interest in 1989 for then USAID Administrator, Alan Woods. This study advocated increased U.S. foreign economic assistance to countries demonstrating (by measurable performance indicators) stronger gains in democratic government and movements towards market-oriented economies. Much of the work from this study became the basis for the subsequent Wall Street Journal/Heritage Index of Economic Freedom which is currently one of the primary sources of MCC’s eligibility criteria.

Since 16 countries met the eligibility requirements for the Millennium Challenge Account in FY 2004 only five (Cape Verde, Georgia, Honduras, Madagascar and Nicaragua) have completed compact agreements with the Millennium Challenge Corporation. One additional country, Morocco was added in FY 2005 and recently five more (Burkina Faso, East Timor, the Gambia, Namibia, and Tanzania) were added for FY 2006. The process is highly competitive and requires focused attention and additional resources to develop an original reform program that can be successfully negotiated with MCC staff and win the competition for funding. MCC eligible countries may propose their own program drawing upon ideas from civil society, government and the public. The opportunity exists for countries to set its own goals and priorities. The proposal must, however, be original and outstanding to merit funding.

MIC provides a number of flexible services to assist eligible countries in the MCA funding process. These services include:
  • Design Reform Program: Providing analysis of reform efforts and making recommendations to design a reform program proposal that will be acceptable to MCC staff. This analysis is implemeneted by our technical experts in education, economics, finance, and law.
  • Strategy Development: Developing a strategy that is flexible and responsive to MCC staff while focusing on closing a compact agreement that will result in MCA funding. MCA funding will be reviewed annually under the "compact agreement" process. Therefore, MIC's goal is to work cloesly with eligible governments to develop realistic and managable reform commitments.
  • Negotiation Support:Final closure of MCA compacts generally involve extensive negotiations. MIC can offer support or direct negotiations between countries and MCC.
  • Public Relations Support: Working directly with our partners in the international public relations industry, MIC can design valuable public relations strategies utilizing media and direct communication to support your bid for MCA funding.
  • Leveraging MCA: An innovative reform program needs to consider how to leverage other public and private funds from other U.S. Government agencies such as Eximbank or OPIC, other donors, and foreign investors. We have significant experience in this area and can provide ideas, design programs and find partners.
MIC will work with MCA eligible countries to develop a compact proposal. The fees for our services are negotiable depending on the level of our involvement. We also require pre-payment or reimbursement of travel and other reasonable business expenses.
