Czech Mass Privatization Program and Asset Sales by the Fund for National Property

EEIP and Dr. Mejstrik provided some of most timely and critical advice to the then Federal Ministry of
Privatization of the Czech and Slovak Republic (1990-92) on the design and implementation of the voucher or
coupon privatization program which became a model for other countries privatization programs in Central and
Eastern Europe. Later as an advisor to the Czech Fund for National Property, Dr. Mejstrik provided critical
advice about the design and implementation of asset sales by tender.

Iraq Privatization |

Millennium International Consulting is a lead advisor to the Government of Iraq on privatization of
state-owned enterprises. MIC is a subcontractor to the Louis Berger Group under the USAID funded
Iraq Economic Growth and Employment Generation II contract. MIC is providing advice on the
development of a privatization program that include transactions or sales to domestic and
foreign investors of Iraqi companies. MIC is providing advice on the sequence of reforms
and transactional support as well as employment and related social dislocation that may
occur as a result of the privatization process.

Under subcontracts with the Barents, Group (KPMG), Booz·Allen, and Price Waterhouse, Dr. Mejstrik of MIC/EEIP
provided timely advice to these countries about the design and implementation of heir respective privatization
programs. Some of the engagements focused on the design and implementation of mass privatization programs
(Kazakhstan, Russia, and Ukraine) while more recent engagements in Kosovo and Yugoslavia have provided advice
on the design and implementation of utility privatization programs. Countries: Baltic Republics, Kazakhstan, Kosovo,
Russia, Ukraine and Yugoslavia

Post-Privatization Enterprise Assistance |
|
MIC/HII developed and implemented two USAID funded post privatization projects in Hungary and Moldova under a
subcontract to a Soros foundation. The design of these advisory projects valued at $8 million primarily relied
on the development and execution of management consulting capacity building programs for local consultants to
undertake engagements in local firms in areas such as corporate governance, cost accounting, financial analysis,
marketing, and strategic planning.

Polish Privatization Transactions |
|
MIC/HII Inc. in an advisory capacity to a Polish Privatization Fund completed a number of transactions
to consolidate minority holdings of the Fund for a select group of Polish companies. The list of
Polish companies is confidential client information but includes some of the leading
medium size companies in the fruit juice, chemical, car parts, plastics and food industries.

Privatization of Utilities in Czech Republic and Lessons for Kosovo |
|
EEIP and Prof. Mejstrik presented a paper on the experience of the Czech Republic in the area of utility
privatization at an international conference hosted by the U.N. Mission in Kosovo in June 2002. The paper
presented new findings on the pro’s and con’s of utility privatization in the Czech Republic and the lessons
learned form this experience should it be applied in Kosovo.
